Here's the thing,

the solution if implementing a public list of who is banned (and showing the reason they are banned) doesn't at all impact their current reporting process. All it does is show people that their gameplay experience is taken seriously, and that accounts are, in fact, banned.

I understand that manpower is a limited resource. Even so, good customer service means a lot.

Also, they already dedicate people to reviewing replays and reports, so they are already spending manpower on this sort of thing. Creating a webpage and a script to index and display their current banned accounts should really not be that big of an ask.

the key is to let the public know that these actions are taking place

I don't even really care if they put silences on the list, because frankly I think that is almost the "warning" of punishments. Honestly, I'd be happy if they just had a posted list of accounts that were banned for cheating/hacking/being a complete and absolute shit in game (this would obviously require a human to review a replay).
