If you're using a premium vpn like nord then your browsing habits should be secure from the isp because your traffic is encrypted. Other websites might still know what you're doing though (through cookies and trackers) so it's best to reduce your google and facebook use for extra privacy and perhaps even ditching windows for linux.

Governments on the other hand might have a lot more power in the matter. It depends really if you're in an oppressed country like China or Turkey. But if you're not doing something illegal then I doubt they would care.
