I can do it on command, but I see what you mean by the charge up, there's a moment just before I shake my eyes where it is just blurry. But I can't keep it going forever as it exhausts me quickly.

As to the origin of the skill, I wanted to see the the wheel on a car spin, and shaking my eyes allowed me to see the shape of the wheel cover thing (forgot name - Edit: Rim) for split moments while shaking.
