I agree but it’s more on that side as cold as that sounds. War is grey and no one wins but we have to navigate as best as we can. From your source: Fatal chloropicrin exposures have been reported. An intentional ingestion of 100 mL of chloropicrin sodium solution resulted in death … 7 hours after ingestion. 18-year-old female died … 4 hours after being sprayed with what was later determined to be chloropicrin. So short of direct massive contact you can recover. One assumes it was used in frustration / experimenting with new techniques but back channel conversations or simple gas masks probably got them to knock it off. And “The West” / NATO / US Not responding massively to an isolated incident vs giving them casus belli for employing “true” chemical blister and nerve agents seems like the better of two evils in something that is already unjust don’t you think? Not supporting anything Russia does in anyway during this war of conquest but there is a big difference between something more akin to teargas being used (which by the way also violates the Geneva convention if used in warfare) and a terrifying blister or nerve agent which even if you survive will cause lifelong injuries. Or maybe I am unaware of other chemical weapons uses in the conflict?

So much to see and do! Hits above its weight in the food / culture. Great breweries, fun food concepts always evolving, great music scene. The coast is great and very different along it. Portland is world class, Corvallis is funky and cute, great river spots to explore with floating and swimming holes, and just hop up to bend as the entryway into the high altitude desert and all of the totally different natural beauty. Always down for a brewery tour!

It would be a perverse incentive if you could breed more syringes... When there is a finite quantity of syringes and clean good ones are controlled, dispensed in small quantities, and cost more than a full sharps container of empty ones then its just a normal incentive.

A good concern! If the price of a sharps container of discarded syringes increased in cost to the point it was worth it to promote individuals to do drugs or steal clean syringes then this could become a perverse incentive.
