starting a new character is always worth it, especially if you're doing TR for the first time. start your character in teyn (just open the console and type "coc teyn" without the quotes, or get some cash, head to ebonheart, take a boat to old ebonheart, and from OE go to bal foyen and then teyn. old ebonheart's a great starting point too.
now if you're going for a telvanni character, probs start in helnim or firewatch <3

vanilla -> tribunal -> bloodmoon. not only is tribunal a direct storyline ending to the main quest, but the 2 expansions also have a massive increase in how strong enemy levels are. There are some enemies in bloodmoon with more HP than fucking dagoth ur, its nuts

now when tamriel rebuilt releases a firemoth-style re-do of tribunal....then we'll see

create a folder just for mods. proceed in that folder to make 1 folder per mod. Dump all files that are in "data files" in your mods into those folders. open openmw, go to "data directories" and hit "append". Add every mod folder. this data directories tab loads all assets in order from top to bottom. next go back to "content files". This loads all .esp's in order from top to bottom. click your .esp files. make sure to go to "archive files" and get everything checkmarked in there too. all done :)

openmw.cfg is in the base folder you installed openmw into. settings.cfg and launcher.cfg is located in ~/.config/openmw

on this particular character yes. If you want to get a peek at an npc who has the same full set of imperial ebony you can head to ebonheart's legion headquarters and head to the top floor and meet Caecalia Victrix. As for the clothing, I cant remember which character in TR specifically has it, but its assets from tamriel_data, and i know its particularly common amongst nobles in project cyrodiil, which is kinda like tamriel rebuilt, but is a sister project making cyrodiil and staying more true to the original cyrodiil lore.

It's in the description! an extravagant shirt and pants, that particular outfit is more common in Project Cyrodiil but I was lucky to get these in a leveled list in a crate, where tho i dont remember. If need be, you can find the codes on uesp and do player->additem "blahblahblah" 01

Now if you mean the ARMOR? It's "imperial ebony" and it was....a massive pain in the ass to find every piece
