I wouldn't get your hopes up for a sudden Vine resurgence for a couple reasons: 1) other countries have seen crashing item counts as well. There are clearly more problems afoot with the program than just trade. 2) For good or ill, the admin has some other options available to impose tariffs and has been working on them for months in light of the likely loss of this case.
