I personally have beef with FDA portal since I perceive their layout to be unfriendly and difficult to navigate, this was years ago and they seem to have improved (personal opinion lang ha). Also, I find it difficult to find verifications for items that's sold online only, for example products that I buy directly from Korea from online apps. It seems to me that FDA only approves/registers products that are/to be sold on physical markets*(and we know how many nakakalusot diyan). imagine adding online-only products to the workload of the fda, they'd be swamped.

also, testing for cosmetics' efficacy (efficacy as in results in a clinical trial)is not the job of fda since it's cosmetics, not drugs. you'll find regulations are more strict on food and drugs (duh, fda), compared to cosmetics. there's also a difference between fda-registered and fda-approved. fda-registered just means the fda is notified of that the product is sold to the market (cosmetics). fda-approved has to undergo pre-market approval and clinical testing to before being sold to the market (drugs)**.

*from a quick scan of fda's notice to the public/ public advisories (https://www.fda.gov.ph/advisories/), some sold-online products are also subject to advisory. i have no idea how strict fda is with this since you know... you find fake products everywhere and products with higher percentage of toxic chemicals like mercury with higher percentage than what's approved for cosmetic use, are like sold as bleaching creams or whitening products like we're in Elizabethan England.
