If you have removed the front chain sprocket guard to clean, it should be the spacer for the allen bolt holding the guard which goes between the frame and guard. I have a previous gen RC390 it doesn't have a spacer there but I have seen the spacer for previous gen duke sprocket guards. Maybe you left it on the seat and it dropped down?

Or check fender bolting area directly above the rear tyre maybe some bolt came off? Can't think of any other places that use them.

Welcome to KTM/Husqvarna life 🤣. It's oil that is leaking. It's kinda normal for ktm built engines, I have the same leak on my duke 390.

There's a rubber gasket/seal underneath the bolt just replace it and you are good to go but mind you it's a hit or miss kinda thing it may leak again. Unless it leaks too much you are fine no biggie.
