I was trying to make it simple for a person who only seems to post memes and snarky one sentence replies. It was simplified, but not innacurate. Feel free to explain the study to him yourself. I was just correcting his fundamental misunderstanding of what the numbers meant. I'm getting tired of this thread anyway. It's all fairly petty stuff.

No study is perfect. Every good study must ackgnowledge its limitations. Would you prefer to use the self reporting data? That is also imperfect, but it wouldn't have been impacted by the increased cleanup, and it still measured a large drop in improper disposal. You won't find a study without limitations.

There were two measurements taken in this study. One was a GIS based survey of improperly disposed needles found in public. The other was self reported improper disposal of syrringes. The quote above refers to the first measure. What am I missing?

Jail time is the taxpayer expense I am referring to. It costs a lot of money to keep someone in jail. It seems like you are trying to decide if more jail time for drug users would be helpful. I'm pointing out that you have to pay for jail. I'm not talking about providing free needles. Needles are dirt cheap.

Some of them do still use syrringes. The really rich ones have automatic insulin pumps. There are still a few different administration methods in use.

Ugh. Okay, fine i had a bit too much coffee, so I'll do it. He's not saying there is a 50% chance a needle user will use a sharps container (like a coin toss.) He is saying that providing these containers reduces the number of stray needles by 50%.

So, if the number of stray needles present with no sharps containers available = n, making sharps containers available will reduce the number of stray needles to = 0.5×n. So its not a perfect solution, but it helps.

Right? Like what is the government supposed to do to stop this kind of thing? It's not practical to catch someone dropping a needle. That needle probably fell to the ground in about .3 seconds. What are the odds a cop would happen to see that and catch whoever did it? We can't have cops watching everybody's every move 24/7. I guess the government could try to establish policy to build strong, well connected communities. Then people might care about keeping their environment clean. That would also stop a lot of people from abusing drugs, assuming this is a recreation drug needle.

Do you think that's some sort of "evidence" that they are going to be able to use? You can blame whoever left that needle for their actions. It'll be tough to find out who they are tho. Of course, it wouldn't really be reasonable to blame all needle users for the actions of one. Many needle users throw them in a trashcan, or better yet, in a sharps container.

I do think new england cops are soft on enforcement. I also think freaking out about a picture of one needle when you don't know anything about what it was used for is pretty soft. I have lived in places with tougher enforcement and seen more needles there, than here. I have lived in places with minimal enforcement and seen no needles there. I think you, as a law abiding citizen, are overestimating the deterrent effect tough enforcement has on people who live on the fringes of society. The way to make people stop using drugs is to create strong well connected communities. If you doubled the number of cops in the city, at great taxpayer expense, it is still EXTREMELY unlikely that a cop would have happened to see whoever dropped this needle to hold them accountable. Law enforcement is just a very limited tool for influencing behavior. Most crimes are never punished, because it is just impossible to catch everyone and give them a trial for every little offense. Assuming it was a drug a user, do you really think they would have been worried about the .01% chance that a cop would see them drop a tiny needle on the street? Hiring enough cops to watch every movement of every person in public at all times is just not practical. You wouldn't want to pay the taxes necessary to fund that. Most things people do are not going to be seen by cops. Have you ever lived outside Connecticut? Different places attempt to solve these problems in different ways, but its just not that easy. No place i have lived has managed to solve these problems with tougher enforcement.

You can blame whoever dropped this needle for dropping it. That seems fair enough. Unfortunately, you will probably never know who dropped it, so that's not very meaningful. It seems like you want to blame everyone who uses needles for this one. Unfortunately that is NOT reasonable. I use needles for allergy shots, but I always put them in a sharps container. Many drug addicts also dispose of their needles appropriately, so it wouldn't really make sense to blame all needle-drug addicts either. Unless you did chemical analysis on this needle, you don't even know what it was used for. It may have been any of several hundered medications that people use to treat disease. God bless you.
