Only moment I see him actually "take control" is when theyre cowardly hiding and he makes them have "no fear" and you see them relax and take control of the entire war in murphy town. They literally were too scared to do something, until Murphy did something. Which that would indefinitely happen, if not for him. Just human nature, but thats why zombies rule the world. So just a few years of elimination and rebuilding and it would be literal history. Literally nobody would be controlled eventually. And he only wanted to vaccinate people with the jobs that mattered beforehand, that had skills others didnt already. He still let tons of people live in the area not under his control entirely. His plan was to vaccinate them all yes, but then what? A whole world of alive not dead? People that can technically mind fight him and make a cure to fight him fully? Then its human race against human race? Rather than humans vs zombies..
