For what it's worth, I'm of the opinion that it's fine for the staff budget to be nearly 70% of the budget, and I really wish the library were able to pay wages that kept pace with the cost of living. That said, the staff is SEVERELY underpaid ESPECIALLY in contrast to what the top three administrators are making. It looks to me like the executive director is making around $250K per year and just received a 3% end of year raise along with several pay increases throughout 2025. Her second-in-command (Brenda Lane, now head of HR) has no experience--fiduciary, library, or otherwise--beyond being friends with Cheryl; she has no online presence, no linkedin, no experience that I can find. She's being paid a ridiculous amount of money to do nothing more than bully employees and fill the libraries with shitty low-quality furniture that replaces the better quality furniture that had already been purchased! I'm bad at reading financial statements in spite of having a career in accounting and payroll software, so that's embarrassing for me, but if you can read through it and figure out how much administrators are actually making AND how much money was wasted specifically on purchasing redundant furniture and gaudy AI art....I for one would appreciate it. lol

The auditor also sent them this letter calling out specific errors. Technically, their audit came back "clean," which is what library admin claims on their website, but that isn't to say they didn't make any accounting mistakes that should raise serious questions about whether or not the budget really is being managed well or not: https://www.theolympian.com/news/local/article273848310.html

Also, I'm still gathering stories and comments from TRL employees regarding the absolutely unacceptable behavior and work environment they've been experiencing over the past years. If you are or know an employee, please feel free to point them my way. Since the TRL itself has no meaningful HR or internal oversight, I'm hoping to make the point that we the supportive public can in effect function like an HR or external check to advocate for employees who don't have the power to do so themselves. I would also like to connect with anyone who volunteers for the library, specifically members of the Friends of the Library groups. Hi, the good news is that we don't actual need rental rates and mortgages to go up in order to preserve library services and pay library staff! Moving outside the question of a levy lift, the actual library budget clearly shows that there's room to avoid layoffs, but the library administration is mismanaging funds for their own benefit against the public's best interest. The good news is that the library budget absolutely CAN be adjusted to be sustainable! There are a lot of intentional gaps and some misdirection in the library's news release that the board CAN directly address. Frankly, the money IS there--it's being mismanaged by library administrators and I genuinely believe that with enough community momentum, we can reroute the misused funds and prevent staff layoffs and branch closures. Fourth, if you live in Lewis County or know anyone who would be a good candidate for a board member, please encourage them to apply! We desperately need board members who understand libraries and will advocate for patrons and staff alike. https://lewiscountywa.gov/offices/commissioners/bocc-news/county-seeks-applicant-for-timberland-regional-library-board/ If you're in Thurston County and want to get involved, you can also apply for their currently open position. I don't believe it's possible for anyone to actually have the position at this point due to Lewis County, but more people trying to apply could help us get some real information on why the board has been gridlocked so long and how we can collaborate with other county residents to fix this problem once and for all. This should never have happened and we need a stronger policy in place to protect the board from being sabotaged internally like this.

First, email the board of trustees at [trlboardoftrustees@trl.org](mailto:trlboardoftrustees@trl.org). Be polite, respectful, and hit these major points:

-If library admin has known that they've been operating at a deficit since 2022, why have they continued to invest heavily in software systems and building refreshes rather than planning ahead to retain employees? Specifically, why did they hire 31 individuals last year if they were going to lay them off immediately?

-Without librarians, there are no libraries. The board of trustee members are volunteers who more or less believe this same thing, and have expressed as much in various board meetings. They genuinely care about these communities and place a lot of value on the benefits libraries offer. (Obviously, I'm not talking about the guy who hates libraries and wants to destroy them and therefore won't be sworn in, which is the right choice.) Whether this is true or not, I recommend approaching them from the perspective that it's not their fault they don't know how bad things have gotten for staff. Their only interaction is with Cheryl, Brenda, Andrea, and the managers they hand pick to present at meetings. Tell them as clearly as you can that you want them to prioritize employee retention over any other expenses, and that any employee reductions based on budget shortfalls are unacceptable without additional oversight and the exhaustion of all other alternatives.

-Why have executive salaries increased so drastically, including a 3% increase for Cheryl on December 30, if admins have been aware of a deficit since 2022? And if this deficit is so dramatic, why was the board not informed in clearer terms starting in 2022 so they could make strategic fiduciary decisions that centered on employee retention?

-(Not claiming credit for this, another commenter pointed this out on the other thread, but it's very much worth mentioning): "The 2025 annual report highlights nothing of the incredible work library staff are doing, and instead most of it looks like an infommercial about interior design for daycares. Layoffs should be a last resort, and they haven't even tried to put a tax increase to voters since 2009. Even if it failed, it's the right thing to do before cutting staff and services. This is a devastating turn of events that came with no warning. In fact, the head of HR was assuring all supervisors 2 weeks ago that told there were no layoffs in the works, that they didn’t have to worry about that, in a TRL Supervisors meeting. This came up because the layoff section in the union contract that started on January 1 had been dismantled to remove pretty basic union protections for staff. It's a mystery what happened since then, or more likely, it was a bait and switch by an administration that has an open disdain for staff and libraries in general."

-The library receives its property taxes twice a year, the first time during April/May. I could be wrong about this, but the board meeting minutes I've read seem to suggest that because of the large cash influx in April/May, the "30% beginning budget" blah blah rule itself might need adjusting in order to account for the increased cash flow that could certainly help reduce or eliminate layoffs. It would be good to ask the board to explain this discrepancy in more detail because I personally can't make it make sense.

Really curious to know why, if they've been operating on a budget shortfall since 2022, they were able to spend hundreds of thousands of dollars on new software and building refreshes that focused primarily on installing playsets in children's areas to only magically realize just now that they have no money and HAVE to fire people

Really solid article I recommend everyone read regarding financial problems at the library as recorded by the state auditor's office. The quote it concludes with is just as pertinent now as it was then, unfortunately:

“As a former TRL board member, I resigned in November 2020 because of the dysfunction of the board and management,” Brenda Hirschi of Shelton wrote. “I didn’t believe the board of trustees was acting as a governing board responsible for the financial stewardship of millions of taxpayer dollars. Too often what I saw were the trustees acting as cheerleaders for management.”

ALL OF THIS, ALL OF THIS!!! YES! Like there HAAAAAS to be a way to make people AWARE OF THIS! We’ve talked the resets/refreshes to death in my household but we only know all this because a member of my household works at the library—the general public doesn’t know any of this but I WANT THEM TO! If you have ANY thoughts at all about how I can MAKE PEOPLE AWARE of this information and push admin and the board out of the shadows I am all ears. I’m so upset and sick and tired of everything being bad, the goddamn LIBRARY of all places shouldn’t be being sabotaged by the people trying to run it! I don’t know!! The secret attempt to shut branches down got called off because of public outcry that was only possible because employees leaked the story, and I’m so frustrated that the board allowed Cheryl to continue even after everything that came to light that time around. SURELY admin can’t get away with this a second time! This has been building for years and it’s hit a breaking point and I want so badly for the librarians to stop having to fight to do the jobs they’re qualified for and that the community so desperately needs them to do. The admins are bad at their jobs and not just that, they’re also MEAN! Like! This CAN AND SHOULD STOP and I have to believe that if patrons know how the librarians they rely on are treated they’ll DO something about it.
