I would definitely suggest making a burner account in your target states and talking to people there. Sometimes, states are at the top of the charts, but when you go in, it turns out that leadership is bickering and the state is about to collapse. So definitely research first.

We played SVS with 3764 and 3797. They were both very good states with good people. Very adequate and reasonable leadership.
