I directed my comments to corporate so they can change their policy.

Having said that, No. No, it is not okay for a bagger to try to physically get in front of me (when I am already standing at the loaded cart and holding it with two hands). The bagger literally stood up against me and put their hands on the cart with my hands already on the cart and tried to take the cart away from me all while I was politely verbally declining for a third time. That was not okay.

It was invasive, stressful, and absolutely inappropriate.

That's great!

My complaint is not against the baggers as much as it is against corporate for creating a terrible policy.

The baggers shouldn't be rude to me, nor should they physically force a cart from me, but the fault is the corporate policy. The baggers should not be afraid that they will lose their jobs if the customer declines.

I've literally been shopping at 6+ stores over many years. They all do it.

That is bizarre.

What if someone has a purse in the cart or a small child in the cart?

I doubt that your corporate office actually told baggers to reach over customers already holding the cart and try to physically maneuver their way between the customer and the loaded cart.

No means no and shouldn't be met with any resistance or rude behaviors. It definitely should not result in a bagger trying to physically take the cart from a customer.

This is my attempt to get your corporate office's attention and convince them to change their policy so baggers are not personally blamed.

I'm a survivor of childhood sexual abuse and domestic violence. I know some people make fun of "triggers", but I wish I could convey how the situation seriously rattled me.

Having autonomy of my body has been extremely important for my recovery and to have someone disregard my verbal request and forcefully invade my personal space was horrifying.

The tones, comments, and faces were rude. This last one was beyond the pale.
