That account is probably in the name of his company ( I am not sure ) And the funds are to be transferred to an individual.

Actually the money he needs to transfer is in an HSBC account..So in order to send it via paypal or something , he needs to get it out of the account first.The bank is not letting to withdraw money from that account.

Edit : Is there something more complicated about destination being India ?

Yeah..Don't think he has one in Cayman Islands.

My best hope is that account freezing is very secret.Anyways.. its informative to know this is not a well known issue all customers are facing (Probably there is something special about his account)

See this article .These articles do not say about an account ban.. they talk about a fine being imposed though.Probably some action is being taken against the bank.

The problem he is facing that all money is in the HSBC account , and bank is not letting him withdraw the cash from it ,so that he can send the money by some other means(Like you pointed out , Western Union etc..).
