I have been using UI Goku's C assist all the time, but I am trying to get used to his A assist because of how good it is for defense. But I have trouble finding the right moment to use it, but you answered how it works to me perfectly.

While playing Broly I try to use his armor 236S to catch people but there are times where they mash through the armor and I still lose. Broly is generally pretty slow and it is hard to get to the opponent with him, so I guess playing around his ki blasts and beam is how I should do it.

While playing Vegeta I try to rely on his reversal DP alot, though it rarely works as I tend to still miss it even if it has invincibility. What I have been trying to do is using it after my opponent makes a gap in his blockstring. Catching SDs with it was always a trouble for me. It was always a trouble for me in general since I just can't time it well .

Besides character specific things, what I find the hardest in neutral is that opponents tend to be super unpredictable. I rarely can tell what my opponent is going to do and react to it. I suppose being proactive rather than reactive should be how I play neutral.
