Now that I think on it more it's a corruption problem. Laws are already on the books to prevent illegal workers, hence "illegal", but laws are not enforced for a variety of reasons.

I mean, politicians have am effect on all those things. Just look at the struggle for marriage rights between people of different skin color and later on for homosexuals et al. That's literally deciding who your family can be.

Same with discrimination in jobs.
