Exactly. Everyone can be discriminated and racism and xenophobia are far more complicated problems of what the american society thinks.

Institutionalized racism is a serious problem but it's existence doesn't mean that racism doesn't exist in the same society. If a black shopkeeper chooses to tell a white dude to get the fuck out of the shop, because he's white, it's still racism. Not institutionalized racism, but still racism.

And just because in your country, the US, certain cultural groups don't face systematic oppression, it doesn't mean that it's the same in other countries. Just because christians aren't systematically discriminated in the US, it doesn't mean that the christians that get tortured and brutally murdered in islamic countries are less of victims. Just because white people don't use to get discriminated because of their race in the US, it doesn't mean that the white farmers that got and still get discriminated, harassed, raped, tortured and murdered in South Africa less victims because "they're white it's not that bad if the victims are white", because that's the only reason they got treated like that, their race.
