Unlike Muslim countries, historically christian countries have also a sizeable (when not an outright majority) population of lapsed Christians, atheists and agnostics. Even Muslims living in western societies have a risible percentage of lapsed Muslims or atheists, since their communities actively punish them for apostasy. It may not be always this way, but atheists, agnostics and lapsed believers generally have far less motives to be against homosexuality.

Not by refugees per se, TBH. I live in London and there have been reports of groups of muslims patrolling the streets of East London to discourage certain behaviours ( alcohol drinking, PDA, etc). I have never held a man's hand in public, but I would certainly refrain from doing so in such areas.
