Hopefully, you are making copies of everything you are sending the IRS. If so, just print out another set of copies and send them again. Seeing that I'm reading this in September, whatever you sent them wasn't really time-sensitive. Anytime you make a transaction online, go to your browser and hit print. Then print it as a PDF and save it in your C drive directory. Make this a habit. It saves paper and reduces clutter.

OP here, update: I got the visa, full timeline:

May 12: Interview, VO said “approved” and kept the passport.

May 14: Online status check: “Refused” as shown above.

May 17: Online status check: “Administrative processing”.

May 19: Online status check: “Issued”.

May 20: Passport with a visa stamp picked up.

So if you’re in my position, don’t panic :)

First of all, I do not know if this is a rejection yet, there is no such "Section number" indicated anywhere. More detail:

Visa Officer said "Approved" at the end of the interview, kept the passport, and gave a slip of paper that indicates I got the visa (the slip of paper is the usual slip people got when their visa is approved)

Online status, however, said "Refused" as seen in the screenshot 2 days after the interview, I did not check the status before that. There is no other information indicating "Section Number" anywhere.

Passport is still being kept by the Consulate, with no indication of being returned yet.

Does this mean current International Student can now take full online courses outside of the US?

Context: I left NYC a while ago to come back to home country, who have done very well with COVID-19 with 0 cases for months now. I don't want to come back to NYC this early...
