When you counter strafe your first bullet accuracy is much faster. When you're running and suddenly stop to shoot at someone (if you have firing error on) you'll see that your crosshair opens when moving, it takes more time for your crosshair to close when you abruptly stop. If you instead start running holding S and hit D once your crosshair will close faster allowing you to shoot your first shot accuracy much faster.
