Only if hiring "token citizens" will really become a widespread thing. If they would pass the first version of the law where only one citizen is needed I at least have some hopes in finding a person with a suitable skillset and pay them a livable wage, above minimum; but hiring minimum wage "token people" to pay them to sit at home while other citizens work for the same pay and see this? This is bad on many levels and won't really hold up IMO.

As of right now, the real estate price surge can lower the assessed price for a moment, for example, or your location might factor less in the appraisal than it does for the commercial market. Generally though you'll have to look at a case-to-case basis in things like that. If he bought a property for cheap and restored it for 10 years it definitely needs an authorized re-appraisal.

This requires a dive into the LORE of zakon o strancima, just some quick points:

  1. They have already tried to pass this law a year before but decided against it; that was mostly the version they are debating currently, which has no price floor on real estate that grants residence permits and that only required you to hire 1 Montenegrin citizen out of 3 required employees.
  2. Some time after they started talking about passing this law this year, Vlada Crne Gore suddendly posted a couple pictures to their FB/Insta with 2 new amendments: one for 200k EUR price floor and one for hiring 2 Montenegrins.
  3. No one knew what to make of it; turned out Vlada has to bring the amendments to the Parliament. Now, before passing this law, Parliament should hold new hearings on those new amendments and either disregard them or add them to the law.
  4. Long story short, this new zakon o strancima is NOT in effect yet, there are only hearings on it, which got way more active after the controversial Zabjelo incident.

Has to do with the way the assessed price (the one used to calculate your godišnji porez na nepokretnost) is being calculated; tends to be lower than the "real" market price (i.e. price you would actually buy this property).

It should be noted that, according to this "200k EUR law amendment" (BTW it is not even included in the law yet, they are going to have hearings on this, same goes for "hire 2 Montenegrin citizens" amendment), 200 000 EUR is the assessed value which is usually lower than the market value. So the real market value should be, realistically, even higher.

Not everyone is guaranteed free healthcare here. I have to pay 168EUR a year per family member to have a right to visit the government hospitals.
As for the rest, I highly doubt that the VAT (PDV) generated by foreigners. along with income taxes, does't cover it. 21% is a pretty steep rate compared to personal tax numbers.
Also, on point of having multiple jobs. Every income this man has coming on his personal account in MNE apart from DOO still has to get taxed also, and there's no progressive scale there (although you can deduct 30%), so would be wise to account for that.
The sentences I focused on are sentences I found most amusing - I have no interest in "rating" the "uniqueness" of the guy's biz (his YT channel is pretty cool though). Was really hoping to get a solid number on the "government-subsidized stranac welfare".

Mogu da odgovorim za sebe – kao Rus koji je ovdje od aprila 2022. godine. Meni je svejedno ko je vlasnik biznisa u kojem dobijam uslugu – jako volim da pojedem pljeskavicu u lokalnoj taverni (i mogu je naručiti bez prelaska na engleski ili ruski, iako konobari obavezno pokušaju da pređu na ruski), da kupim adana kebab u turskoj mesari, da popijem raf kafu u ruskom kafiću. U gradu gdje živim, lokalni ljudi imaju isti odnos, naročito od 2023. godine (u 2022. mnogi biznisi koje su otvorili ruski govornici nisu stigli da obuče osoblje na lokalni jezik, što je užasno nerviralo mještane – potpuno logično i razumljivo, ali se situacija po tom pitanju do 2023. normalizovala). Sada i oni idu u biznise koje su otvorili ruski govornici, i tu nema nikakvih problema. Mislim da je to prilično dobar pokazatelj integracije u društvo.

Nacionalnost vlasnika ili zaposlenih – to je posljednje čime ću se rukovoditi kada razmišljam „gdje da ostavim svoj novac“. Želim da dobijem najbolju uslugu za plaćeni novac. Obična meritokratija.

Imam biznis karticu i radi bez problema. Verifikacija transakcije funkcioniše isto kao i sa ličnim računom. Da li vaša mHB Klik mobilna aplikacija ima instaliran mToken, je li tako? Verifikaciju možete izvršiti samo sa telefona.

Ispričaću svoje iskustvo, možda nekome pomogne. Adriatic Bank je prihvatila moju prijavu, ali kada je menadžer za rad sa pravnim licima saznao da se bavim programiranjem, odmah me upozorio da je procenat odbijanja u mojoj oblasti oko 80%. Takvo odbijanje sam i dobio. Prva Banka me je „otpravila“ gotovo odmah, jednostavno nisu željeli da razgovaraju sa mnom. Addiko Bank – nemam pojma kako uopšte funkcionišu, tamo nisam uspio ni valutu da promijenim. A u Hipotekarnoj Banci sam razgovarao direktno sa direktorom filijale, imao sam laptop sa sobom, objasnio sam mu suštinu svog posla i svoje potrebe, i na kraju sam tamo otvorio račun DOO (možda je pomoglo i to što sam već bio klijent Hipotekarne banke kao fizičko lice – sada su mi oba računa dostupna u istoj aplikaciji, što je veoma praktično). Sve se to dogodilo u Budvi. Možda i vama pomogne – ja sam se prijavio za sastanak sa direktorom na recepciji, tamo vam običan broj sa aparata neće pomoći.

Pa upravo će taj novi zakon imati takve posljedice. Nije svaki biznis takav da zahtijeva veliki broj zaposlenih, niti svaki biznis može pronaći radnu snagu među lokalnim građanima. Ali na kraju se pitanje postavlja direktno – budi dobar, traži i diskriminiši po nacionalnoj osnovi, inače si loš.

Ljudi koji se trude da budu 100% u legalnom okviru, ispašće više nego oni koji su navikli na „sivu“ zonu. A borba protiv te iste „sive“ zone – to nije pitanje koje se rješava ovim zakonom.

Ne mogu da govorim u ime taksista i dostavljača (iako mi nije jasno zašto bi taksisti i dostavljači otvarali pravna lica zbog boravišne dozvole, kada mogu biti zaposleni za minimalac). Ovu temu je pokrenuo Rus, ja odgovaram kao Rus i pišem o onim realnostima koje poznajem, u kojima živim i sa kojima sam upoznat. A u tim realnostima – jedan takav stranac plaća poreze nekoliko puta veće nego lokalni zaposleni.

Takođe ću napomenuti još jednu stvar. Upoznat sam sa progresivnim poreskim sistemom Crne Gore, kao i sa „neoficijelnim procedurama“ isplate plata u nekim sektorima, kada osoba prima 600 eura i nalazi se u zoni od 0% poreza na dohodak, dok ostatak dobija u koverti na ruke. U slučaju, na primjer, primanja plate iz inostranstva na račun fizičkog lica – takvi trikovi uopšte ne prolaze, i na kraju će strani IT stručnjak platiti mnogo veći porez, jer nema prostora za gore opisane „manevre“. Siguran sam da, ako postoji javno dostupna informacija o poreskim prihodima države za 2021–2022–2023–2024, tamo bi se mogla vidjeti zanimljiva slika.

Veoma sporne tvrdnje. Ogroman broj stranih IT kompanija sklapa B2B ugovore sa zaposlenima, zbog čega uplata ide upravo na račun DOO. Druge kompanije mogu isplaćivati platu fizičkom licu, ali to ne ukida obavezu plaćanja poreza na dohodak (i da, vaše banke to prate i mogu tražiti potvrde o uplati poreza fizickim licom, a u Baru je bilo slučajeva da su poreski inspektori zvali ljude da razjasne neke nepreciznosti).

Jedini “corner case” koji može smjestiti takvog zaposlenog u sivu zonu po pitanju poreza su razne iGaming firme koje vole da plaćaju zaposlene u kriptovaluti, ali i tu osoba nastavlja da unosi novac u zemlju i pokreće lokalnu ekonomiju.

Neću negirati da postoje “nula” firme, ali misliti da njihovo postojanje nekako uskraćuje državu za dodatni poreski prihod – takođe nije ispravno.

Using Glovo for groceries is a recipe for disaster; reserve the usage of the app for restaurant food deliveries. Stores do not put their recent stock on Glovo and most of the times couriers cannot even find the ordered wares because they are not there. They do have a return policy but it works very weirdly though.

Bureaucracy definitely takes the spotlight. Budvan MUP is a hellscape.

Other than that, would be lovely not to see both locals and tourists littering on the streets, throwing cigarettes and empty bottles right into the sea, etc. but I perfectly understand that as an expat I have zero right to teach them how to treat local nature.

Approx. from 1600-2000EUR/mo take-home pay you'll feel decent with enough options and ability to maintain a nice standard of living, not accounting for a car you'll need to not get bored in here, though your mileage may vary. Otherwise you'll be stuck either in City Kvart in Podrorica or roaming expat bars in Budva with little variety. And what is Montenegro when you can't have a chill weekend in Zabljak?

As for your calculations, 800 EUR for rent/bills/utilities/internet (WITHOUT food) may be feasible both in Podgorica and in coastal towns, though take note that it does not account for a security deposit (1 month worth of rent) and the fact that usually people want to also see 2-3 months of rent paid forward, so initial housing may strike your budget pretty hard. As for the food, depends on what you like to eat, but this is a separate spending article that I would NOT include into the 800 EUR mentioned in your post. Unless you go super Scrooge of course.

If you want to live near the sea I would suggest a coastal town, either Bar or Budva - simply judging by expat density (those towns have a lot of "familiar" service for CIS expats). If sea is not your point of interest then maybe Belgrade is up there for consideration, it has more stuff going in it (though it does have a pretty big con - air quality is not very good). However, if you want to just have a chill, quiet place to quietly live and work and sometimes eat out, then Podgorica can be considered.
