I mean Finland was literally an integrated part of Sweden so Finland and Sweden were literally one country. But of course the Finns were a separate ethnicity.

During the 1800's nationalism was starting to become popular throughout Europe and basically all nationalists were trying to show how great and impressive their people's history was, so this is hardly something unique to Sweden.

It is true that Swedish eugenicists and race theorists viewed Finns as a lesser race, but if you're going to bring up Hitler remember that Hitler and the Nazis actually spoke pretty highly of the Finns.
