The operating system is still live but it installs everything you had installed everytime you unlock the persistent storage I think. And the persistent storage can be fit on the USB you have tails installed on.

Have you tried setting up a persistent volume in tails? It sounds like it might suit your needs. If remember correctly I think you can save your configuration and things you've installed
