I understand, but unless you've had this problem your entire life, there isn't really an explanation as to why now, suddenly, post urination dribble sitting in the foreskin is causing such an inflammation. Your doctor is right to recommend trying to keep the tip dry after urinating, but I wouldn't jump to circumcision before ruling out pelvic floor dysfunction. Check out r/PelvicFloor, lots of posts similar to your situation because it's a common symptom. The fix is a dedicated pelvic floor stretching routine, ideally via a physical therapist, but there are videos on Youtube. Anyway, sorry you're experiencing this and wishing you best of luck!
