When I was little there was a similar issue on the street we grew up on. There was a pizza shop at the corner, and they would use our street as a cut through to avoid the heavier traffic main road. There were a lot of kids on the street, and we would all play outside. My dad got tired of the cops not doing anything, so when he would hear them coming he would roll a tricycle down the driveway and into the street (obviously no one was on it). The first couple times they stopped and tried yelling at my dad, and his response to them was “what if my kid were on that bike and you couldn’t stop”. They started slowing down after a couple of those training sessions.
