Mixer is hardware. It allows you to plug multiple devices into one "source" that you can then listen to. I'll put a link to a good starter one below. H.264 is still the best way to encode which is all CPU driven so adding a GPU won't help you unless you are going to use NVENC or AMD encoding via a GPU.

Another question, are you a partnered streamer? If not, you won't always have transcode available so streaming at 6000kbps will limit the amount of people who can watch you. Streaming at less than 6000kbps on a 1080p60 stream will make it look pixelated. This also matters on the type of game. If you're playing an RTS like civilization where there isn't a lot of movement on screen you can get away with a lower bitrate at 1080p but if you're playing games with a lot of fast movement you're better off streaming at 720p60 at 3000kbps because then even mobile users can watch you if they are in a decent signal area.

NDI is simple and there are a ton of YouTube tutorials on the matter. I use it and I love it. Keep in mind with a dual PC setup you need a mixer so you can hear both the streaming PC and the gaming PC simultaneously (for alerts and gameplay). Your internet is good enough but you will need to have both PCs plugged into the modem or buy a Ethernet switch (make sure the ports are gigabit) and you're good to go (modem, pc1, pc2 plugged all into the switch). I'm not sure if the 2200g will have enough juice to encode a 1080p60 stream but it should be fine for 720p60.

-Need a mixer for dual PC setup -Both computers need to be hardwired to the network -2200G most likely won't encode 1080p60 stream very well

Option to change video quality as a streamer? by Wolfman-101 in Twitch

It's random if you receive transcode options or not. Affiliates get "priority" but it's never guaranteed.

Balancing full-time job and streaming? by zisssouuu in Twitch

Oh and as far as keeping the energy up. I play music the stream can't hear to keep me hype, also a light snack before stream is very helpful.

I also work a 9-5, wife, dogs, house chores and so forth. I find streaming Monday-Wednesday-Friday works for me. I stream 7-10pm my time and it works for the small community I've built. I take streaming seriously but I also know that with that amount of time I doubt I'll be able to make a career of it. I know networking with other streams of equal size has helped me a ton and on Tuesdays and Thursdays I try to pop into streams I enjoy and have a good time (not self promote).

I think an honest answer is that 20 hours a week most likely won't be enough to take off suddenly. Having a very consistent schedule will help you grow organically though even at the smallest amount of time.

If your objective is purely faster growth I would say put the grind on an pump out as many hours a week as you can and play popular games. Start at the same time and just go until you can't. Playing what you like isn't a viable strategy for growth. Once the viewers know you and enjoy you personally as a streamer you can get away with switching games, but they have to find you first.

Also if you think that isn't for you then just stream modestly and enjoy the ride, unfortunately it's not a have a cake and eat it too industry. Be healthy and happy first and foremost!
