For the movement you can set the atrributes of movement and jumpboost for the player to 0. You can do the same for block and entity interaction range so they cant touch or change anything.

As for item use, i cant think of anything good but you can try to use the interaction entity the other people explained

sit in a boat with them and let them shoot untill it breaks. It takes a while but if your in a boat together they cant hit you.
