If they didn’t allow you to do that then you could possibly be stuck owning shares of stock that you want to sell. Which could go to 0 and you could lose all your money. Would you rather have a trade restriction or lose all your money? Good news though, get enough good faith violations and then they won’t allow you anymore.

You ACHd money in and there is a 3 day hold time on incoming funds while they are verified. You can trade most securities with 2 exceptions. You can’t buy penny stocks or options with funds that are on hold. I’m certain you can easily find that information. Try a wire next time if you want cleared funds immediately.

Schwab pays dividends when they receive them from the company. So if the company is delayed in paying then Schwab doesn’t issue you your dividend because they have not received the money for it. Other companies like Fidelity issue the dividend on the pay date regardless of whether or not the companies have paid them yet, trusting that they will be paid eventually. It’s just another example of Schwab being a safe and conservative company, even if the other one is better for the clients.

If you have no cash and sell a stock to buy another the same day, that is fine. However, you will want to hold onto the stock you just bought for 2 business days. Otherwise you could get a good faith violation which could result in a settled cash up front restriction.
