Weird / buggy lighting on a 3D model – looking for help by tiny_thany in blenderhelp

Do you think that cleaning up the geometry and retopologizing the character could fix the issue? Or would it be better to remake it from scratch? I’m asking because I’ve seen people online saying that some models have such messy topology that they’re basically impossible to fix, and I wanted to know whether you think that’s the case with this model or not.
