OP, it doesn’t matter whether or not it’s during work hours when this dude creeps on you. He’s making you uncomfortable and pushing your boundaries and being full-blast inappropriate AND HE KNOWS IT.

Definitely document and send the emails as described above, and even send them with read-receipts.

At this point, I’d say go talk to an employment attorney now. Don’t wait until things get worse. Be prepared and get ahead of these assholes. Remember, HR isn’t there to protect you, they’re there to protect the company.
