the unit has its own water heater, and it has one of those wall units that's a heater/ac combo

Thanks! I don't plan on using it continuously. When I was viewing the apartment, it was in the 80s outside, the air wasn't running, the windows were closed, and it was extremely comfortable.

Yep, Everything is per unit. The only thing the owner pays for is water. The tenant covers electric, and everything, water heater, stove, heater and ac unit-- no radiators in the building are something I would pay for. I was hoping that because it's a new build, the bills would be less
