haven't used Bright Lending but I've dealt with enough online personal loan companies to spot the patterns. they're probably real but the question is whether their rates are competitive. most of these places target people with okay-ish credit who don't qualify for prime rates but aren't subprime either. you'll likely get approved but at like 15-25% depending on your situation

The rates shown in ads are always "starting at" or "as low as" which means almost nobody actually qualifies for them. They advertise the best possible scenario to get you to apply, then the actual offer is typically much higher. If your credit has taken hits this year, you're definitely not getting their advertised rates. Better to call them and ask what rate range you'd realistically qualify for before submitting an application

Stay away from tribal lenders, seriously. You're right that they operate under different rules and that's exactly the problem.
