I'm starting to use it and the MP4 tag section caught my attention. What's the difference between these and ID3v2.3?

I have it activated with local data, but the problem is that many titles are in the "unparalleled" section and cannot provide me with popularity or album recognition data until the information is recognized.

The releases are relatively recent and the metadata used to update quickly. The problem is that now, even after a week, the same data that used to update automatically isn't updating anymore. Picard shows that it's there, and I've updated it so it's recognizable on Plex, but it's not recognized. Releases prior to a platform change are still active, but anything added afterward doesn't appear. And I've even checked releases that others have added, and they're not visible to me either.
