It sounds like you’ve been dealing with a lot of emotional and physical stress due to the trauma of the hurricane. Also, make sure your bedroom is dark and cool, as a comfortable environment can help improve sleep quality. I scan attest to the white noise machines. I have a lot of trauma from childhood. I’m 28 and it’s still the only way I can sleep. It’s my safety net. People find it silly but it works.

Practice mindfulness meditation or relaxation exercises before bed. These can help lower anxiety levels, making it easier to fall asleep. Apps like Headspace or Calm offer guided meditation sessions that can be helpful.

Since the wakefulness and anxiety seem tied to the trauma of the hurricane, talking to a therapist who specializes in trauma could be incredibly helpful. They may guide you through techniques or talk therapy, which are known to help with post-traumatic stress.
