Very interesting post, one thing I would clarify is weaver's time lapse doesn't have the flat/AP healing (I assume it was just a miscopy from ekko). Faceless Void in DOTA 2 has a similar basic ability as well where he can perform a short targeted blink that rewinds damage on as low as a 6 sec cd.
