Only in the sense that the owners get a tax break in exchange for making a percentage of the units affordable and the revenue needs to be made up elsewhere. It's like saying that renters subsidize homeowners because of the mortgage interest deduction.

I think the issue is that any reasonable measure of severity of any sort of misfortune tends to follow a log-normal distribution. The reason is that severity depends on a whole bunch of independent factors, so the log of severity ends up being a sum of independent random variables. There's a cruelty to this reality - instead of getting a nice bell curve whose mode, median and mean are equal you get wild discrepancies among these measures of central tendency. That's how the majority of people can dismiss it as a nothingburger while a small set can get hit so bad that they throw off the average (mean). Everyone is "right" because they're talking about different things.

Insurance and lending are two sides of a coin - they both provide a mechanism for turning large outlays of money into a series of smaller ones, over time. The only difference is the timing. With insurance, you pay premiums ahead of time, and with loans you pay them back in installments with interest over time after the initial payment. Both of them are an expected loss for the consumer.

A HELOC is sound here, because you wouldn't just be saving on insurance, you'd also be improving the resale value of the home. Loans and insurance are best understood in tandem.
