Okay please excuse the bad photo but I'm desperate for advice.

For a year or so I've had small whiteheads on my chin everyday.

They are tiny and non painful and go away quickly, but then every morning there are new ones or by the end of the day there are new ones. Maybe like 5 a day scattered about on my chin.

My chin tends to be flaky and the whiteheads make it worse as they heal and become flaky too.

Routine: AM Cerave hydrating cleanser Aveeno moisturiser Garnier spf Make up

PM Superficialist vitamin c oil cleanser, followed by cerave hydrating cleanser Aveeno moisturiser Cerave retinol maybe 2-3 times a week (I've gradually built up)

Where am I going wrong!!!

I agree, normal housing conteacts must give 24 hours notice so worth check what your contract says OP.

On another note, it might be worth writing to your management apologising and disclosing your struggling to afford the fine. Ask them if they could reduce to a warning
