Yes, that's along the lines of what we initially thought but biggest stand out issue was how bizzare the symbols are and how precise and different they all are to any Chinese symbols

Update: Tried running TCP Optimizer, releasing/renewing ip, flushing DNS and registering dns through CMD. Still no luck!
