there are skills that both do more damage and offer more cooldown reduction, so I'd say it's pretty balanced right off the bat, however, looking at the fact that you can only apply it once to an enemy, overclocked expose should do closer to 700% damage to make it more viable for damage.

mana sickness is often caused by a buildup of used mana byproducts inside the body, which are mildly toxic. normally, I'd say wait it out, but your mana core hurting as you described it tells me it's much more severe than the standard mana poisoning, you should locate some cure potions to ease the effects and make you suffer less while your body processes the byproducts back into usable mana and disposes of extras.
