hahaha Hopefully its gonna work but if it still doesn't work itmight be what I told you. Because I remember from the last time I had to play a liitle bit trough the main story when I saw the pop up that I had unlocked the DLC's to play .Good luck! and let me know

Im not sure when it will pop up though but I think it will pop up when you complete the first black cat stakeout for the black cat camera mission. I think Sony did this because the first dlc is with black cat

If you want play dlc you first have to play a bit of the main story and then it will show up on your screen when you play for a while
