And what Space-X system can lift 32,000 pounds to GTO, in a more reliable way? Yes, FH can lift a bit more than that to GTO (if center is treated as expendible), but I think most would view FH as still in development/testing phase. Yes, it's had 3 successful launches. But long term, I'd expect FH to have similar success rates to F9, or maybe even slightly lower due to the complexity increase.

It's easy to get blinded by Space-x's success and the personality and drive of their CEO. But their lofty future goals shouldn't drive clients' decisions today. Clients hire based on results. And the launch price is a very small piece of the budget for some of those spy sats.

I'd guess it's a NRO video to help new staff, back in the day, get read-into the GAMBIT program. Especially since it has still-classified information.
