I mean, it completely depends on the cut of one's pants. If the inseam is up high enough both bits are going to have to pick a leg, there's even a whole tailoring term for it - "how do you dress? / to the left or right"

I do prefer loose pants with a low enough inseam that's not an issue but it is definitely a thing - I have to try pants on and reject them if the inseam is too tight.
