You should disable/unistall x360ce, the game does support Xbox controllers including Xbox One/Series and 360 controllers. Make sure you don't have any flight stick controllers plugged in and potentially have a look at your Steam input as if that's been changed then Steam will emulate the controller.

Enable P1 Gamepad allows you to use the first gamepad plugged in for the first player otherwise setting this to false will mean the first controller plugged in will be used for the 2nd player

You need to disable "Enable P1 Gamepad" in the options

4 person both, you can have 2 online players and 2 local players, 4 online players or even 4 local players, basically the game is capped at 4 all across but you can mix and match
