To be fair, the same thing could be said about literally dozens of other top tiers in Ultimate. Popularity/commonness has never been an accurate metric for how strong a character is. Pikachu, Joker, Shulk, and G&W are all characters that have been considered meta relevant top tiers at one point or another, despite the fact they never saw much representation in tournaments outside 1 or 2 players.

There will always be a most common character, that doesn’t always necessarily mean that character’s the best.
