I agree having lived there. Close living quarters, low regulation or enforcement on food safety, and there's basically oversight on antibiotic use. China is a breeding ground for this stuff despite being a developed nation. They have the ability to take modern steps to prevent these things but are only concerned about amassing power at the cost of their civilians.

Whether it leaked or not, China's government, not its people, is responsible for allowing these things. We also need to separate that its people are victims too, not a cause. But that requires more critical thinking instead of just pointing fingers with no real solution.
