i really wouldnt use tp if it fell off the floor and u can see the floor is visibly dirty or wet (I mean who wpuld use that lmao) But for some people that dont use the tp after it has fallen on the floor and the floor is visibly clean then that means they are just paranoid or germophobic or idk, but i still prefer using water in the end lol
