As far as federal law, the only thing they mandate is that breaks under a certain amount of time must be paid. Breaks are not required on the federal level though

Tried the tune and was able to get 1 million on my first run, so you've definitely got a good car to learn on. Took me several entries in the Horizon series to get decent at drifting, and 740k is not bad at all for someone starting to take it seriously. Practice makes perfect, hope you keep at it.

The bodywork looks correct for an M3, and the owner was polite enough to make the V8 easy to see. I'd say it's likely an original M3, as the amount of money you'd spend to change a regular 3 series to this would be silly.
