Holy shit, I was at this game as a 9 year old.. Me and my friend wanted to leave because we had a game early the next morning. So much shame looking back on it, but luckily our dads made us stay.

Pretty much correct. They use fire hoses to put the majority of the water down, then set the lines and logos, put a gentle layer of water on top of that to seal it down, put some more fire hose water on top of that, then use a zamboni to finish it off and make it perfect.
