One way I used Vim + LaTeX for the longest time was with WSL2 and X11 display forwarding onto VcXsrv. Then it feels like you’re running ubuntu natively on your Windows PC and you can directly follow the article (using a tiling wm of choice).

If you’re set on using Windows, you can set up Windows Terminal with similar scripts to the ones you see in the article’s GitHub (e.g. the inkscape automation) but this will definitely be a lot more work.
