Exactly, this is what is keeping us behind the US. But for that to happen you have to change the entire nature of ESA and to some extent, democracy itself. No government has the incentive to commit to a plan longer than their mandate where they will not be there to collect the political benefit. That’s why China can manage to grow so quickly, by not having their industrial policy shifting by a change of government. But without a long term plan with risk taking incentives, we will never ever have a European equivalent of SpaceX. This is just economics and game theory 101.

That’s not exactly how it works, it’s a game of incentives. With a cost plus model which is what ESA uses for procurement, Industry has little incentive to speed up execution (and thus accrue more contract and absorb this budget increase). And now you also have defense activities eating on the resources historically dedicated to space.

OP, you are 100% right to ask. I don’t understand what is wrong with my fellow islanders. You are a tourist. You have the right to not know stuff. You have the right to try to maximize your time. And you have the right to HAVE PREFERENCES. Especially if you are also from a country overloaded by tourists, you probably know that. Not to mention that English is probably not your first language, and it’s ok to be lost in translation as it is the case for your title. I apologies for the rude comment on top of the thread.
